Public Hearing on Circle Lake Development District

RICE COUNTY BOARD OF COMMISSIONERS PUBLIC HEARING NOTICE CONSIDERATION OF THE CIRCLE LAKE IMPROVEMENT DISTRICT


NOTICE IS HEREBY GIVEN, that the Rice County Board of Commissioners (County Board), on January 8, 2019, at 8:30 A.M., will continue the public hearing on the establishment of a lake improvement district for Circle Lake in Rice County. This public hearing and discussion will take place in the Commissioners’ Board Room at the Rice County Government Services Building, 320 3rd Street N.W., Faribault, Minnesota. A petition signed by a majority of the property owners in the proposed lake improvement district has been filed with the Rice County Property Tax and Elections Department. The petition requests that the County Board order the establishment of a lake improvement district pursuant to Minnesota Statutes, Sections 103B.521.

Proposed Name: Circle Lake Improvement District. Proposed Boundaries: The Petition proposes to include tracts of real property surrounding and abutting Circle Lake, including riparian and other properties with access rights to Circle Lake, in the proposed lake improvement district. Petitioners submitted a map with the petition showing the proposed district boundaries. This map can be found on the county’s website and at the Rice County Property Tax and Elections Department - Government Services Building, 320 3rd Street N.W., Faribault, Minnesota. Proposed Purposes and Programs: The proposed lake improvement district would undertake projects to address water quality issues such as weed control, phosphorus and clarity issues and aquatic invasive species in Circle Lake. Petitioners propose working collaboratively with government agencies and non-governmental organizations, as well as the Minnesota Department of Natural Resources. Proposed Funding: Petitioners propose funding the lake improvement district by a variety of sources, including federal and state grants, donations from private parties and foundations, and primarily through a service charge on the properties located within the lake improvement district boundary. All methods of financing listed in Minnesota Statutes, Section 103B.555 would be considered. Any service charge or assessment collected via property tax statements would not be collected until 2020 at the earliest.

The establishment of the proposed lake improvement district requires review by the Commissioner of Natural Resources and the approval of the Rice County Board. Concerned citizens may submit evidence at this public hearing held prior to the passage of any order establishing the proposed lake improvement district. Concerned citizens may also submit evidence and opinions to the Commissioner of Natural Resources. A copy of the petition for establishment of the lake improvement district and a copy of a proposed draft findings and order to establish the lake improvement district is available for public review on the county’s website. The petition and proposed draft findings and order can also be reviewed at the Rice County Property Tax & Elections Department, Rice County Government Services Building, 320 3rd Street N.W., Faribault, Minnesota, during normal business hours.
